Draft Smart Post Office Survey Report Released
Smart Digitization, Smart Infrastructure, Smart Business and Smart Capabilities are the four essential components in establishing a Smart Post Office. In the draft survey report conducted on the issues to be done in establishing a suitable postal service for Smart Bangladesh, emphasis has been placed on these four components.
This draft of the survey report was presented on Sunday at the Dak Bhaban in Agargaon, Dhaka. This survey was conducted under the Automated Mail Processing Construction Project for Bangladesh Post Office under a survey project as per recommendations of Digital Service Design Lab (DSDL) under the management of a2i for post office digitization.
The draft survey report was presented in the presence of the Minister of Posts and Telecommunications, Mustafa Jabbar. The final report will be submitted for consideration based on the opinions and recommendations of the stakeholders including postal service providers and receivers.
The draft survey report contains various directions for smart digitization.
The directions are integrated digital platform, paperless and cashless postal system, automated mail processing center in building smart infrastructure, inclusion of fourth industrial revolution issues and infrastructure and digital connectivity. Implementation of new business models for smart business, J2G postal services and ecosystem development. By adopting smart technologies and creating capabilities to use smart technologies, changing mindsets and existing mindsets to create smart capabilities,
In the draft report, to implement these four components in the implementation of Smart Post Office, the formation of Smart BPO Commission, the formation of Smart BPO Task Force, the DPP is ready to implement four issues in the next three months, the formulation of Smart BPO strategy and the adoption of financial incentives and policy decisions by the Department of Posts and Telecommunications, the road to implementation of Smart Vision. Recommendations regarding map making and progress monitoring, tackling and progress of these issues are presented. Three options are recommended for implementation of Smart Post Office.
The first is the integrated implementation of the four components, the second option is the implementation of priority-based issues and the third option is the Smart GPO model. The first is the simultaneous implementation of all four components to establish the entire postal system as a smart post office. It will take 8 years and the likely cost will be 3000 to 3500 crores.
The second option is a single project based on priority affiliation. This includes automated mail processing centers, integrated digital projects and infrastructure and logistics. It is expected to take 5 to 8 years to implement and the estimated cost is 2500 crores.
The third option is Smart GPO model, model Smart Office and Smart Capacity and Business. The draft survey report shows the probable cost of implementing it at Taka 50 crore and the probable time of implementation is 5 to 7 years.
Post and Telecommunication Minister Mustafa Jabbar expressed his reaction at the presentation of the report of the survey conducted on the establishment of Smart Post Office and said that Smart Post Office is essential for Smart Bangladesh. The road design for post office digitization has been completed to establish a postal system suitable for the digital era. Apart from digitizing the postal system, we have started digitizing the post office by imparting digital skills to the 43,000 employees. The minister called upon all concerned to work with more dedication and sincerity in the spirit of service to make the ongoing program of adapting the post office to meet the huge demand of delivery of documents and various goods to the doorsteps of the people even though the age-old postal system has become stagnant.
The Minister mentioned that the survey conducted for the establishment of Smart Post Office is very timely. He thanked the people and organizations involved in conducting the survey.

Harunur Rashid presided over the event and additional secretary of Postal and Telecommunication Department Zeenat Ara, a2i Officer Farhad Zahid Sheikh Sabbir Rahman, Project Director Md. Saleh Ahmad and Fahim Rahman, Research Officer of Consulting Firms Joint Venture of New Vision Solutions Limited and Tri Vision Limited spoke in the event.
